Holborn Vision Supplementary Planning Document (SPD)
The Council adopted the Holborn Vision Supplementary Planning Document (SPD) on 21 January 2025. This is adopted as an SPD to Camden’s adopted Local Plan (2017).
The role of this SPD is to build on the policies in Camden’s adopted Local Plan to guide development and investment to improve places and spaces and enhance the experience of living, working and visiting Holborn.
The SPD takes a character area approach which allows the guidance to respond to local context and contribute to the delivery of high-quality buildings and spaces. You can find the full Holborn Vision SPD and the adoption statement on the links below.

Public consultation on the draft Supplementary Planning Document (SPD) took place between 20th February and 1st April 2024.
Responses to the consultation helped us update and revise the final version of the adopted SPD. A summary of the consultation can be found here:
An Equalities Impact Assessment (EQiA) was carried out during the preparation of the planning guidance.
The Council also considered whether the planning guidance required statutory Strategic Environmental Assessment (SEA) and Habitats Regulations Assessment (HRA) and prepared this screening report.
What happens next?
The Supplementary Planning Document will be a material consideration in decision making on planning applications alongside other planning policies.
